Can anybody file a complaint to NIH and have them open an investigation?

This is a classical case for falsifying data, previously it only involved patient in China and so NIH does not care. Now so many US patients and doctors are involved, should be easy to get NIH’s attention.

Very simple question, where is the 87% success rate come from? just faked?
