page 269:
"Recently a new zone modeling approach called multi-layer zone model was developed by Suzuki[5] to predict ..."

page 270:
"In this study, some modifications to the Suzuki's model are presented ..."

The problem is that he did not explicitely say it's just a modification in the abstract, which is misleading, and, as the biggest problem, he repeated too much of Suzuki's work verbatim in the paper, which is also misleading since they constitute a large portion of his paper.

Chen Xiaojun did some of his own work, which is a small modification of the Japanese paper. Where he did it wrong is to PRETEND TO be a whole new work which the careless reviewer did not find out. That's why the editor suggested "communication" rather than full article may be more proper for this work.

I also suggested Mr. Fang to do some investigation before making an allegation:
